On March 5, 2020, the State Duma of the Russian Federation held an extended meeting of the Expert Council for power engineering, electrical and cable industries.
The meeting was opened by Aleksandr Kozlovsky, Deputy of the Russian Federation State Duma and Chairman of the relevant Expert Council.
The audience's attention was focused on the report “Threats to Energy Security and Critical Infrastructure of the Russian Federation”, delivered by Andrey Furashov, Chairman of the Board of the National Council for Energy Security and Critical Infrastructure Protection. In his speech, he declared the National Council's willingness to develop a comprehensive model of threats to the critical infrastructure sovereignty in the Russian Federation. The model is intended to cover all areas of possible malicious influence, including the systemic influence of foreign states through undeclared capabilities.
Vladimir Naumov, Deputy Chairman of the Board, captured the audience's attention with the topic: “Development of an Action Plan to Prevent Threats to Information Sovereignty and Power Industry.” Talking about necessary actions to protect Russia's energy industry, it was suggested:
- To consider introducing additional requirements to the industry's regulations that clarify the notion of import substitution and limit the use of foreign products and software.
- To specify the scope of information, to which access is restricted for any transactions related to the ability to provide it to foreign counterparts, as well as rules for such access.
The expert discussion was supported by leading industry experts, heads of major energy companies, representatives of relevant ministries and agencies, academics, and public figures.
